Google began implementing new protections that verify the developer of Android apps in four countries as of September 30. According to the company’s official help page, the first phase includes installations on certified devices in Brazil, Indonesia, Singapore and Thailand through application stores participating in the program. Türkiye is not among these first four countries.
The purpose of the new system is to verify the identity of the real developer behind an application and its connection with the application. Google also wants software distributed outside the store to fall into this framework. However, it would be wrong to interpret the September 30 step as shutting down APK installation on all Android phones. The company makes it clear that the first phase is limited to participating stores and certain countries.
According to Google’s statement, certified devices running Android 7 and above are included in the scope. The term certified device describes phones and tablets that meet the requirements for Google’s services. On the other hand, it is not possible to draw the same conclusion for alternative Android distributions or uncertified devices. It becomes decisive in which country, from which store and on which device the user loads.
For developers, the process is not just about providing identification documents. Apps also need to be registered with a verified developer account. Google offers separate registration paths for those publishing through Play Console and those distributing outside of Play. Teams using multiple distribution channels need to match their existing applications to the relevant account; Otherwise, when the scope expands, users may encounter obstacles during installation.
What’s changing for users in Türkiye?
For now, a new general upload restriction has not started in Türkiye due to September 30. Google plans to expand verification coverage to certified Android devices worldwide in 2027. Since the schedule and technical details may change, it would be appropriate for application developers in Türkiye to follow the official announcements and complete their registrations in advance. Users should not attribute every APK warning they see today to this regional application.
Google is also working on an improved flow for power users who want to install apps from unverified developers. It also expects the ability to install via Android Debug Bridge to continue. These options are important for the balance it tries to strike between verification and direct distribution. Additionally, the full scope of participating stores and devices will determine how much of a difference the system will make in daily use.
Although the new protection aims to reduce the risk of malware, verified developer ID alone does not prove that an app is safe. Those who install software from outside Google Play must also check the developer, application permissions and download address. Implementation in the first four countries will provide a more concrete picture of how global expansion in 2027 will work.
