OpenAI provides bulk ChatGPT Plus access to a country for the first time

OpenAI announced a new initiative that moves AI tools beyond the individual subscription model. Within the scope of the cooperation between the company and the Maltese government, citizens and residents in the country will receive free ChatGPT Plus access for one year after completing a certain artificial intelligence literacy training. The program, called “AI for All,” is described as the first nationwide partnership OpenAI has ever announced.

The program is being prepared in collaboration with the University of Malta and includes users registered through the country’s digital identity system. According to the information provided by OpenAI, the system will include not only people living in Malta but also Maltese citizens living abroad. The first phase is planned to start this month. It is stated that the training content will focus on daily use scenarios of artificial intelligence, productivity tools, safe usage methods and responsible AI applications.

This initiative by OpenAI also shows the company’s desire to place ChatGPT at the center of broader digital infrastructure discussions, rather than being a service developed only for individual users. While artificial intelligence integration has accelerated in many areas from education to public services in recent years, technology companies have also started to work more closely with governments. The agreement with Malta stands out as one of the most visible examples of this trend so far.

At first glance, the project appears to be a public education program aimed at spreading AI literacy. In addition, from OpenAI’s perspective, it seems that it offers the opportunity to expand the use of ChatGPT on a national scale. Such a partnership attracts attention, especially at a time when Microsoft-backed OpenAI is trying to strengthen its position in the productive artificial intelligence market, where competition is increasing on a global scale.

Artificial intelligence services are turning into public digital infrastructure

The Malta example also shows that governments are increasingly considering AI services as part of the digital infrastructure. Until a few years ago, ChatGPT was seen more as a productivity tool used by students, software developers, and office workers. Despite this, some countries today are discussing the possibility of providing citizens with nationwide access to artificial intelligence.

Similar developments are also seen in the United Arab Emirates. Various news had emerged that wider ChatGPT access models were being worked on in the country within the scope of the Stargate UAE infrastructure project carried out with OpenAI. However, clear information has not yet been shared about the scope of free ChatGPT Plus access.

In addition, such agreements bring about new discussions about the influence of technology companies on public systems. As education systems, government agencies, and businesses become dependent on specific AI platforms, it seems possible that these services will evolve from mere optional digital tools to essential infrastructure components. This situation raises different questions, especially in terms of data management, platform dependency and long-term competition.

However, it does not seem realistic for governments to completely exclude the use of artificial intelligence. Public institutions want to benefit from these tools in line with their efficiency, automation and digital transformation goals. Malta’s program could be one of the first major examples of whether AI access will become as common a public service as internet connectivity or cloud services in the future.
