These voluntary rules aim to provide transition period compliance for official provisions that have not yet entered into force. This document, which is a guide for companies to develop artificial intelligence systems in the European market in the European market, is not binding. However, such principles allow technology companies to become more prepared for regulations.
Google has once again demonstrated the cautious but open approach to cooperation with the arrangements in the world of technology. Some companies meet these regulations to increase the impact of the European Union on technology, while some of them criticize. Google also protects some reservations while supporting

The company states that it attaches to contributing to Europe’s economic goals and doing its part in the ethical use of artificial intelligence systems. However, the general opinion is that the Rules of Application can limit companies more than necessary in some areas. Google is concerned that regulations interrupt investments in the field of technology. This shows that even voluntary participation comes with a number of question marks.
However, meta does not have the same idea. Joel Kaplan, the company’s Global Relations Officer, described the Rules of Application as “extreme intervention .. Meta argues that Europe has adopted a wrong approach to artificial intelligence. This exit shows that there is no common attitude among the major actors of the sector.
Meta’s attitude reflects the voice of those who want a more free artificial intelligence development in the face of regulations. However, Europe is determined to move with a more controlled model. These two different approaches clearly show the growing difference between transatlantic technology policies. America has not yet created a standard in this regard.
The Law of Artificial Intelligence of the European Union represents a first. The regulations for the general purpose artificial intelligence systems will enter into force on 2 August 2025. Until then, the systems released will have to be fully compatible with these laws by 2027. It is stated that the audit processes may extend until 2031.
Google has already chosen to participate in the Volunteer Application Rules, taking into account all this historical process. This approach reveals that the company cares about long -term compliance in the European market. It can be considered as a strategic decision to adapt to the rules early and to avoid potential sanctions. However, this strategy may not be the choice of every technology giant.
